DONHEAD ST. MARY ANNUAL PARISH COUNCIL MEETING – 13th May 2009

DECLARATION OF INTEREST – To receive any declaration of interest. No Cllr declared any interest.
ELECTION OF CHAIRMAN
It was proposed by Cllr. E. Adams and seconded by Cllr. Mrs. D. Goetz and ALL AGREED that Cllr. Mrs. J. Barnes be re-elected to the position of Chairman of the Parish Council.
The Chairman stated that she will need greater support from Councillors in attending out of the Parish meetings.
ELECTION OF VICE CHAIRMAN
It was proposed by Cllr. C. Burton and seconded by Cllr. P. Lucas and and ALL AGREED that Cllr. J.Wright be elected to the position of Vice Chairman of the Parish Council.
The Chairman and Vice Chairman signed their Acceptance of Office forms.
MINUTES OF LAST MEETING: 11th May 2009 and Special Meeting held on 30th April 2009. It was AGREED that the circulated minutes were a true record of those meetings.
Cllr. T. Rossiter pointed out that the Parish Plan Steering Committee had not been officially thanked for producing the Plan.
ROADWAYS WITH PARISH – CONDITION OF ROADS
The Chairman stated that there was nothing special to report . However it may be of interest that the C310 at Semley is to have In-situ recyling. Although not in our Parish we have been complaining to Highways about the dreadful condition of this road for some time.
SIDS
Tisbury Community Safety Partnership will apply to the Area Board for a grant after the June elections.
CHARLTON CROSSROADS
The Chief Executive Officer at Wiltshire Council is keeping behind this.
REMEMBRANCE FIELD PLAY AREA
A letter of thanks was received from the Sports Club in respect of the donation from the Parish Council for the repair of the maintenance equipment.
Table Tennis Table Project: Cllr. J. Hedges stated that Mr. Andrew McLean was going to excavate an area 15 x 7 square metres, but after reconsideration that area is reduced to 15 x 5 square metres which will be a saving of tarmac costs. Mr. Richard Gray has agreed to this change. The project should be completed in 6 weeks.
The Clerk reported that vandals have caused damage to equipment in the play area. The Police Officers attending were informed of this occurrence.
AFFORDABLE HOUSING
The Chairman reported that the Hastoe Housing Association is keen to come to meet both Donhead St. Andrew PC and Donhead St. Mary PC. A date suggested was the first Wednesday in June.
BT KIOSKS
The Clerk stated the electricity supply to the two kiosks will be disconnected this week. The Chairman stated that a maintenance committee needs to be formed. Cllr. J. Wright stated that Cllr. Miss A. Mathie is interested in joining this committee. It was agreed that Cllrs. J. Wright, Mrs. D. Goetz and Miss A. Mathie will be the committee responsible for the maintenance of our two kiosks.
CEMETERY
Health and Safety:- The Clerk stated the Parish Council should not get involved in repairing or moving headstones that are leaning over as this could make the Parish Council liable should any damage to the headstones occur.
Out of the 8 Graves concerned one headstone in Row 19 No 8 has been laid down as this is too dangerous to be left standing. The other 7 need further review.
2. General Maintenance not included in Contract- Levelling Site:- Cllr.D.Goetz suggested that we contact Mr.Reid of Charnwood Cottage regarding soil that was being excavated for an extension as this could be used for maintenance of the Cemetery.
ORCHARDS FOR COMMUNITIES
The Chairman stated that the Organiser, Mrs. A. Peacock should form a committee and create a business plan which when presented to the PC they would give it their support. Cllr. T. Rossiter would inform Mrs. A. Peacock of the requirements.
POLICE REPORT
P.C Andy Fell (Community Beat Manager) gave a comprehensive report on crime in the Tisbury area over the last three months.
With regard to the new Wiltshire Council re-organisational restructure, he will be a member of the Police Neighbourhood Tasking Group and will be reporting directly to the South West Wiltshire Board. He is more confident in the future of the revised aims and objectives of fighting crime.
Anti Social Behaviour is on the decline but for persistent offenders they are introduced to the Salamander Course where offenders are given to the Fire Brigade for 1 week. This course has proved to be very effective.
PLANNING APPLICATIONS
The Chairman stated that she called in a Planning Application No. S/2009/0416 , Grove Farm, Lower Coombe to which the PC strongly objected and which the Planning Office was proposing to approve at the Wiltshire Southern Area Planning Committee.
At the meeting she was very angry that the meeting did not consider:
A site visit by the committee. In the new rules a committee member has to request that a site visit be made.
Pictures shown to the committee by the Planning Officer were inadequate and did not show the vernacular of the settlement of Lower Coombe.
The Planning Officer made no reference to consideration to the Parish Plan.
The Chairman made a complaint to the Chief Executive Officer of Wiltshire Council, Dr. Robinson, who instigated an immediate enquiry. The decision cannot be overturned. At best the PC might receive an apology.
